Unable to make calls - "issue with the set up of your phone"

My iPhone 6 is unable to make calls, when I try to dial out I receive the following messgae "Due to an issue with the setup of your phone we are unable to connect this call. Please contact our curtomer support team"

Well, both myself and my boss have contacted Vodafone and we still cannot find a solution. The sim card has been changed and the service has been reset 3 times. I have gone through the usual troubleshooting points in the settings of my phone also. I can still receive calls & texts, send texts and have 4g coverage. 

We are at a complete loss at this point, no one seems to know what the issue is.

Has anyone had tis issue before?

WHile the service has been reset has the phone itself been factory reset? Back it up and try a factory reset.
