I observe similar behaviour to Shauna there.
I recently joined Vodafone with PAYG and cannot connect to an IKEv2 private VPN (only tried from iPhone directly, not via hotspot).
It worked from another network with the same phone, and still works over WiFi.
Is it just a restriction on Vodafone Network?

I'm really sorry to hear this, the best thing to do hear would be to contact our tech team directly on 1740 from an alternative mobile or 1850 99 51 33 from a landline where they can troubleshoot with you directly over the phone.
