Could not activate mobile data network

I've recently moved from a business account to PAYG. Calls and text work. However, I can not access mobile data and see this message -- "could not activate mobile data network." I've spoken to four customer service agents and all say it's been resolved, but it's not. This is going on three days now. And it appears to be a known issue.

 

Vodafone support is not fit for purpose.
