No modem or engineer montths after upgrade.

I was automatically upgraded from standard broadband to fibre back in August and told I'd receive a new modem and to expect an engineer to call out but over half a year later there's been no sign of either so I've effectively been paying for fibre but getting standard internet which is ridiculous. Can this be sorted please?
